TEL AVIV, Israel, and BEIRUT — Celebratory gunfire rang out in the Lebanese capital Beirut overnight Tuesday to mark the start of a ceasefire between Israel and the Iran-backed militant group Hezbollah in Lebanon to end almost 14 months of fighting. The truce, brokered by the United States and France, went into effect at 4 a.m. local time on Wednesday. Fighting, however, continued up to the zero hour, with Israeli airstrikes in Lebanon far into the night. Underlining the potential fragility of the truce, the Israeli military says it fired toward suspects in a prohibited zone just hours into the ceasefire, and the suspects left. Israel's defense minister, Israel Katz, said they were Hezbollah operatives in a border village. In a joint statement , President Biden and French President Emmanuel Macron said the deal "will cease the fighting in Lebanon, and secure Israel from the threat of Hezbollah and other terrorist organizations operating from Lebanon." They said it "will create the conditions to restore lasting calm and allow residents in both countries to return safely to their homes" along the border. Hezbollah started firing rockets into northern Israel in support of Hamas after the Palestinian militant group led an attack on Israel on Oct. 7, 2023. Israel and Hezbollah have exchanged fire since then. The fighting — which intensified eight weeks ago, when Israel initiated a ground invasion of southern Lebanon aimed at eliminating Hezbollah fighters and weapons capabilities from the border region — has killed more than 3,700 people in Lebanon, according to Lebanese health officials, and around 80 people in northern Israel, according to Israeli officials. The conflict has driven more than 1.2 million Lebanese — about a fifth of the population — from their homes, according to the United Nations . Israel estimates about 60,000 people evacuated northern communities to flee Hezbollah's rockets. Israel also stepped up airstrikes across Lebanon in recent months, which damaged homes and infrastructure, and killing the group's top officials — including longtime chief Hassan Nasrallah , its senior commander in the south, Mohammed Nasser , and rocket and missile commander Ibrahim Qubaisi. Israel has fulfilled its military objectives, primarily eliminating Hezbollah infrastructure, says Randa Slim, director of the Conflict Resolution and Track II Dialogues Program at the Middle East Institute. "On the border, it's pretty much destroyed," Slim says. "But on top of that, they have wiped out their military command council, as well as their political leadership, top senior political leadership. So these are severe blows to Hezbollah, which is going to take a long, long time to recover from." Many Lebanese already began trying to return to their southern villages, despite Israeli military warnings not to do so yet, while Israeli troops are still deployed. In southern Lebanon, Patricia Taleb, 24, was driving Wednesday to reach the home she was forced to abandon earlier. "We know that this is the end days of the war. We know that ultimately it's going to be OK," she told NPR. For now, Israel is discouraging its residents from returning to their abandoned homes in the border area. Education Minister Yoav Kisch said on Israel Army Radio there will be a 30- to 60-day period of renovating buildings and institutions damaged by Hezbollah fire before Israel initiates a return of Israeli residents. Orna Peretz, an Israeli displaced from Kiryat Shmona, a town less than a mile from the Israel-Lebanon border, told NPR he thinks Hezbollah — founded during Lebanon's 1975-1990 civil war — has been taught a lesson "it never endured in its entire lifetime." "There is a good deal here that had to come because of the international pressure. And we have somewhere to return to," he said. Alluding to the devastation that Israel has inflicted on southern Lebanon, he added: "The Lebanese have nowhere to return to." The terms of the ceasefire The ceasefire agreement calls for a 60-day timeframe for Hezbollah fighters to withdraw from an area south of the Litani River — effectively creating a buffer between the militants and northern Israel. Israeli forces are expected to similarly withdraw to the Israeli side of the border. To ensure security in the area, the deal calls for thousands of Lebanese government soldiers to deploy to the south, along with U.N. peacekeeping forces known as UNIFIL , according to a copy of the deal seen by NPR. A U.S.-led international panel will monitor for violations of the terms of the agreement. In addition, the agreement calls for Lebanese government authorities to prevent Hezbollah or any other armed group from carrying out attacks on Israel. It further requires Lebanon's military and security forces be the only armed group allowed to operate in southern Lebanon, and that Lebanese authorities prevent the reestablishment and rearming of any non-state armed group in the country. Israel has pledged to aggressively respond to any breach of the terms. "Any violation of the ceasefire will be met with fire," Israeli military spokesperson Rear Adm. Daniel Hagari told reporters. He said Israeli "soldiers are still positioned in southern Lebanon, in villages and areas from which the forces will gradually withdraw in accordance with the agreement." "This is all going to be about the enforcement," says Shalom Lipner, a Jerusalem-based Middle East expert at the Atlantic Council. "They're telegraphing that there will not be any exceptions [as] in the past." "The stated intent is that at the smallest infraction, they will go through the motions of reporting this to the [U.S.-led international] supervisory committee and [if] Israel doesn't get satisfaction, they will take action on their own," he says. Iran and Israel's Arab neighbors have welcomed the ceasefire After the U.S.- and-France brokered deal was announced in Paris, Iran — which has long been the primary backer of both Hezbollah and Hamas militants in Gaza — said it welcomed the news to end "aggression against Lebanon." Iranian Foreign Ministry spokesman Esmaeil Baghaei emphasized Tehran's "firm support for the Lebanese government, nation and resistance." In separate statements, Jordan and Egypt each said Israel's "aggression in Gaza" should be stopped. Jordan called the Lebanon ceasefire "an important step." Egypt's Foreign Ministry said in a statement that Cairo hopes the ceasefire "will contribute to the beginning of the de-escalation phase in the region." It called for Israel to allow "full access to humanitarian aid without obstacles in light of the catastrophic humanitarian conditions in the [Gaza] Strip, in addition to stopping the unjustified violations in the West Bank." Saudi Arabia said it hoped the ceasefire "will lead to the implementation of [U.N.] Security Council Resolution 1701," referring to a previous agreement renewing UNIFIL's mandate at the end of a 2006 war between Israel and Hezbollah. Saudi Arabia called for "the preservation of Lebanon's sovereignty, security and stability and the return of the displaced to their homes in safety and security." Palestinians in Gaza and some Israelis have misgivings Still, some Israelis remain skeptical. "This deal, we still know nothing about it," Avraham Moreno, displaced from Shlomi, a village on the border with Lebanon, tells NPR. "We have very, very mixed feelings, even though we really want to return home." And in Gaza, there are worries as well. Wala Hanuna, 34, a Palestinian displaced by Israel's nearly 14-month military offensive there , worried that the Israeli military would now be free to wreak more destruction on the territory. "We read the news that the Israeli army fighting in Lebanon will go now to Gaza," she said. "Maybe the war here will last another year, with no one thinking how we will get out of this." Hamas, the militant group that Israel has been fighting in Gaza, thanked Hezbollah for its "pivotal role ... in support of the Gaza Strip and the Palestinian resistance, and the great sacrifices," including the death of Nasrallah. On the Lebanese side of the border, "many of the country's displaced may not be able to return home for months, as Israel has razed entire villages near the 'Blue Line' border," according to David Wood, a senior analyst on Lebanon at Crisis Group. Humanitarian aid agencies see challenges ahead The United Nations refugee agency, UNHCR, says the fighting has limited access to southern Lebanon, where more than 188,000 people live in more than 1,000 government-assigned collective shelters, many of which have reached maximum capacity. "The heavy bombardments have also had a devastating impact on public services and infrastructure," the agency said. In a statement on the ceasefire, UNICEF said it hopes the agreement "will bring an end to the war which has killed more than 240 children, injured around 1,400, and upended the lives of countless others." "Urgent work must now begin to ensure this peace is sustained. A Western Sydney priest has been charged after allegedly trying to groom a child. Social media giant Facebook had earlier this year identified an account which had allegedly shared child abuse material overseas, quickly shutting it down. The account and the activities were referred to the National Centre for Missing and Exploited Children which then passed on the information to New South Wales Police. Strike Force Trawler - which is tasked with investigating sexual abuse and exploitation of children - commenced an investigation into a religious leader in December. Detectives from the Child Exploitation Internet Unit then engaged with a 77-year-old retired priest, which police will allege was the owner of the Facebook account. Investigators pretended to be a 14-year-old and started speaking with the priest who police will allege had shared a number of sexually explicit photos and discussed "in detail" the sexual acts he would like to commit with the teenager. "Police will allege that 77-year-old male arranged yesterday to meet with what he believed to be a 14-year-old boy at Pendle Hill," Detective Superintendent Jayne Doherty, the Sex Crimes Squad Commander, said at a press conference on Tuesday. She added the retired priest was "surprised" to see detectives instead of the boy. The 77-year-old was charged with use carriage service to procure under 16 years for sex with another and use carriage service to send indecent material to a person under 16. Devices have been seized including USBs and floppy disks. A search warrant was also carried out at the priest's home. Asked if police believed the alleged incident was a one-time offence, Det Supt Doherty said investigators were still analysing the devices and items officers had seized. "The conversation that we will allege he had with this person who believed (the child) was 14 indicated that he had similar conversations previously," she said. The 77-year-old man has no prior convictions and he refused to speak to officers at Granville Police Station on Monday after seeking legal advice. Det Supt Doherty said investigators also have concerns of the access the alleged offender had, adding retired priests still had some involvement with children at church. "In relation to this particular individual we do have concerns of what access he would have to children but we have those concerns on any referral that we get," she said. "The Catholic Church in recent years has been quite proactive and cooperative with police in relation to education and information in relation to anyone that may be seeking to abuse children. I wouldn't like to comment further in relation to the church." She also warned parents to monitor what their children have access to on the internet and who they speak to, particularly during the busy time around Christmas. "The online exploitation of children is a very real thing in our community today. Parents need to be aware of how easy it can be for their children to discuss online sexual acts with people online they do not know," Det Supt Doherty said. "Parents should always be aware who their children are speaking to and make sure their children know if they are speaking with anyone that is asking them to do something that they know is not right they should go to their parents or a trusted adult." Netflix 'totally ready' for XMas NFL games, WWEPresident Emmanuel Macron on Thursday vowed to name a new prime minister in the coming days to prevent France from sliding deeper into political turmoil, rejecting growing pressure from the opposition to resign. Macron adopted a defiant tone in an address to the nation, seeking to limit an escalating political crisis after Prime Minister Michel Barnier's government was ousted in a historic no-confidence vote. Contemporary France's shortest-serving premier, Barnier resigned after Wednesday's parliamentary defeat in a standoff over the budget forced his government to step down, the first such toppling of a French administration in over 60 years. Macron now faces the task for the third time this year of selecting a new prime minister and did not come up with a name in his address. "I will appoint a prime minister in the coming days," he said, adding this person would be charged with forming a "government of general interest" with a priority of passing a budget. He also lashed out at the French far right and hard left for uniting in an "anti-republican front" to bring down the government. He said lawmakers had "knowingly" chosen "to topple the budget and the government just days before the Christmas holidays." The French presidency said earlier that Barnier and his ministers would remain "in charge of daily business until the appointment of a new government". Limiting any impression of political chaos is all the more important for Macron given that on Saturday he will host world leaders -- including US President-elect Donald Trump -- for the reopening of the Notre Dame cathedral in Paris after a devastating 2019 fire. But wear and tear on the associated dam from holding back frazzle ice over the past 20 years has taken its toll, say the owners of the Upper Durham Dam, the Saugeen Valley Conservation Authority (SVCA). “This dam cannot hold up to the pressures of that ice applying itself to the top of the dam. And three different engineering reports have confirmed that indeed, it is a safety hazard to continue to operate in that way,” said Erik Downing, general manager with the SVCA. Those reports say damage from holding back that winter ice and water have caused “severe concrete damage” to the dam, which “poses a risk of structural failure.” So, the SVCA will pull the flashboards and stoplogs that hold that ice and water back each winter, allowing for a free-flowing river. That’s caused concern for the local mayor, Kevin Eccles. He said he’s worried about safety of a different kind. The safety of the community of Durham. It appeared to work, so going back to the way it was before 2006 with no dam controls for the frazzle ice has Eccles worried about a repeat performance of 1997, or worse. “By not doing it the way it has been done with the boards in, I'm not sure that it would be a unique situation, to flood the whole town at this point in time,” said Eccles. There's three structural engineers reports that say that the dam is at risk if we continue in this way, and it has seen significant damage over the last 20 years,” said Downing. “The liabilities of changing the operations I don't think have been thought through totally yet. I'm hopeful that there’s a change in mindset from both the Conservation Authority and the Ministry of Natural Resources, for the protection of the community here in Durham,” said Eccles. Lt. Gov. Kim Driscoll said Friday the administration wants to “dramatically reduce” the use of hotels and motels “as fast as we possibly can” from the 56 currently operating as emergency shelters. The administration thinks that, combined with other reforms like shortening the allowed length of a family’s shelter stay, can bring the cost of the system back down closer to its historic average. “I mean traditionally EA shelter prior to our arrival was somewhere between $335-$350 million,” Driscoll said. “We’d love to obviously get back in that $350 to $400 million range, just taking into account, you know, traditional cost escalation through inflation and whatnot.” New demand for shelter has declined as well, with 15 to 18 families now seeking shelter each day compared to 40 families in late summer 2023, Healey’s office said last week. The Healey administration has said it plans to file a supplemental budget seeking additional funding for the EA shelter system for the rest of fiscal 2025. Deputy Minister Prasert Jantararuangtong said on Thursday that an executive decree will be announced in the Royal Gazette, requiring banks and mobile phone network operators to take more care when it comes to helping prevent their customers from losing money to online scammers. Thaksin hinted at the election campaign event that he had information that a major call centre gang was operating from the 25th floor of a building in Cambodia's Poipet. He also claimed to have told the Myanmar and Cambodian governments to do more with the online scam problem, which affects many people in Thailand. And if these countries aren't capable of stamping out those gangs operating on their land, he would volunteer to bring forces from Thailand to deal with the gangs for them, he said without going into detail. By Suleiman Al-Khalidi and Timour Azhari AMMAN/BEIRUT (Reuters) - Syrian rebels announced they gained full control over the key city of Homs early on Sunday after only a day of fighting, leaving President Bashar al-Assad's 24-year rule dangling by a thread as insurgents marched on the capital, Damascus. Thousands of Homs residents poured onto the streets after the army withdrew from the central city, dancing and chanting "Assad is gone, Homs is free" and "Long live Syria and down with Bashar al-Assad". Rebels fired into the air in celebration, and youths tore down posters of the Syrian president, whose territorial control has collapsed in a dizzying week-long retreat by the military. The fall of Homs gives the insurgents control over Syria's strategic heartland and a key highway crossroads, severing Damascus from the coastal region that is the stronghold of Assad's Alawite sect and where his Russian allies have a naval base and air base. Homs' capture is also a powerful symbol of the rebel movement's dramatic comeback in the 13-year-old conflict. Swathes of Homs were destroyed by gruelling siege warfare between the rebels and the army years ago. The fighting ground down the insurgents, who were forced out. Hayat Tahrir al-Sham commander Abu Mohammed al-Golani, the main rebel leader, called the capture of Homs a historic moment and urged fighters not to harm "those who drop their arms". EXISTENTIAL THREAT TO ASSAD RULE The fall of Homs and threat to the capital pose an immediate existential danger to the Assad dynasty's five-decade reign over Syria and the continued influence there of its main regional backer, Iran. Foreign officials said the government may be on the verge of collapse. One U.S. official put the timeframe at five to 10 days, while another said Assad could be ousted within the coming week. The pace of events has stunned Arab capitals and raised fears of a new wave of regional instability. Qatar, Saudi Arabia, Jordan, Egypt, Iraq, Iran, Turkey and Russia issued a joint statement saying the crisis was a dangerous development and calling for a political solution. But there was no indication they agreed on any concrete steps, with the situation inside Syria changing by the hour. Syria's civil war, which erupted in 2011 as an uprising against Assad's rule, dragged in big outside powers, created space for jihadist militants to plot attacks around the world and sent millions of refugees into neighbouring states. Hayat Tahrir al-Sham, the strongest rebel group, is the former al Qaeda affiliate in Syria regarded by the U.S. and others as a terrorist organisation, and many Syrians remain fearful it will impose draconian Islamist rule. Golani has tried to reassure minorities that he will not interfere with them and the international community that he opposes Islamist attacks abroad. In Aleppo, which the rebels captured a week ago, there have not been reports of reprisals. When asked on Saturday whether he believed Golani, Russian Foreign Minister Sergei Lavrov replied, "The proof of the pudding is in the eating". ALLIES' ROLE IN SUPPORTING ASSAD Assad long relied on allies to subdue the rebels. Russian warplanes conducted bombing while Iran sent allied forces including Lebanon's Hezbollah and Iraqi militia to reinforce the Syrian military and storm insurgent strongholds. But Russia has been focused on the war in Ukraine since 2022 and Hezbollah has suffered big losses in its own gruelling war with Israel, significantly limiting its ability or that of Iran to bolster Assad. Russia has a naval base and airbase in Syria that have not only been important for its support of Assad, but also for its ability to project influence in the Mediterranean and Africa.
